Business Requirements Document

Definition

A Business Requirements Document captures the business objectives, stakeholder needs, and functional requirements that a solution must satisfy. BRDs translate business needs into documented requirements that guide system development, acquisition specifications, and acceptance criteria.

In government IT acquisitions, BRDs inform the development of Statements of Work and evaluation criteria. Well-crafted BRDs clearly distinguish between mandatory requirements and desired features, enabling vendors to propose compliant solutions and evaluators to assess proposals objectively. BRDs are living documents that may evolve through requirements analysis and stakeholder feedback.
