Definition

The Small Business Innovation Research program is a competitive federal program encouraging small businesses to engage in research and development with commercialization potential. Participating agencies set aside a percentage of R&D budgets for SBIR awards to small businesses.

SBIR has three phases: Phase I for feasibility studies, Phase II for full R&D, and Phase III for commercialization using non-SBIR funds. Awards are made through competitive solicitations published by each participating agency. SBIR provides early-stage funding for innovative technologies and creates past performance valuable for future contracts.
