Definition

A Performance Work Statement is a statement of work that describes requirements in terms of measurable outcomes and results rather than specific methods or processes. PWS focuses on what needs to be accomplished, allowing contractors flexibility in how they achieve objectives.

PWS is the preferred approach for service contracts because it enables innovation and efficiency gains. It includes performance standards, quality levels, and metrics by which contractor performance will be evaluated. A well-written PWS clearly defines acceptable performance, surveillance methods, and consequences for non-performance without dictating specific procedures.
